Professional Employer Organizations (PEO) enter into a co-employer relationship with clients, which allows them to share and manage many employer-related liabilities and responsibilities. Clients outsource their human resources department to the PEO and maintain control of their companies, while the PEO provides human resources services, employee benefits, payroll administration and workers' compensation. Co-Employment is the contractual arrangement between the client and the PEO that allows the PEO to provide a full range of services and to transfer or share many employer liabilities. Each party is responsible for certain employment obligations, and each party shares responsibility for other employment obligations. Workers become employees of two employers: the client retains supervision for production or delivery of service, and the PEO assumes responsibility for human resources and personnel services. (top)
The client employer maintains operational control of the business, while the PEO assumes the legal responsibility to pay employees and all employment taxes and provide insurance coverage. The PEO maintains all payroll and other federal and state records and tax filings.
The business owner saves money and time, stays in compliance, and can now concentrate on revenue-producing work now that he has outsourced his administrative duties to an expert in HR management solutions.
This gives business owners the freedom to grow and build their business without back room worries. (top)
PEOs secure workers' compensation coverage and provide claims management. The real value comes from the comprehensive employment practices risk management system, loss prevention services and cost containment claims management system that will keep coverage in place and the client companies' rates low.
The PEO closes claims out efficiently, gets employees back to work, and fights fraudulent claims so that client's rates are not adversely affected.
In addition to insurance, a PEO serves as the client company's back room, providing full payroll processing and payroll tax handling system as well as consolidated records and highly flexible reporting management system.
Payroll includes withholdings, W-2s, garnishments, all mandated deductions, and tracks vacation time, sick pay, benefits, and employment verification.
